Sheila Fraser
Senior Tax Accountant

Sheila is both a CPA (Chartered Professional Accountant – Canada) and an IRS-authorized Enrolled Agent (EA). She joined US Tax Services in 2014, specializing in international taxation. Her areas of expertise include estate, gift, and inheritance taxation and planning, and nonresident withholding tax for Swiss or other non-US persons living or owning property in the US. 

She advises on the application of tax treaties to eliminate double taxation of US citizens living abroad, including persons living in Switzerland under the lumpsum (forfait) tax regime. She is a Certifying Acceptance Agent, serving non-US persons needing an Individual Taxpayer ID number (ITIN). She works closely with US and Swiss attorneys, certified tax experts, accountants, fiduciaries, estate executors and heirs. Her clients include Swiss Private Banks and Asset Management firms whom she helps tailor their US tax reporting products and services to meet the needs of their US customers.

After graduating as a CPA from McGill University in Montreal, Canada, Sheila joined KPMG where she specialized in international mobility programs for expatriates. She then worked for over 20 years for Hydro-Québec, a major North American electricity producer, with 20,000 employees. She specialized in transfer pricing and negotiating with the IRS concerning complex cross-border energy sales and capital investments. She is a member of the International Fiscal Association and the Canadian-Swiss Chamber of Commerce. She is a native English and French speaker and has B2-level proficiency in German. Sheila is originally from Vancouver and holds Canadian and Swiss citizenship.
